Domain/IP down notification.

I need a application that simply pings a website, and if the site doesn’t respond, alerts you saying the server/website is down. That lives on your pocket PC. I mean it seems a simple transition between the apps I’ve seen. I have seen a lot of IP trace route’s, pings etc. Really what would be ideal is a program again living on Pocket PC that would in the background do a ping on an IP or a domain every X minutes, make sure there is a response. If no response it alerts you, via SMS to yourself, and sms to any other phone number you specify to be notified, again all living on the PPC and automated. Anyone? Payment will be AFTER proof of concept is completed (for example im not dishing out any cash until i see the app in staging phase). Most of the other functionality can be inherited right from any existing ping/server tools programs that are out there. For example here is a good one.
