This would require a GSM shield on arduino. Have you decided for it. What all sensor data you are collecting to monitor the wather ? Could you give more details on App, how it will process sensory data ? We are experienced embedded system developers and can work on this project immediately.

hi, I have already designed a similar project with pic controller. can design your project easily within 8 days.

Before that i worked on this kind of project where i takes data from temp sensor to raspberry pi and send that data to database and if on anytime user wants to check last data he can go to dashboard and see.... given message functionality too if user want he can give some temperature range if temp goes below then that temperature range it will send message to user will need some more info about this project (if selected then)

I have completed my masters in embedded systems.... I have done many projects related to Android app development and arduino + Bluetooth + GSM....

I did this kind of project before using SIM908 for sending SMS and data to the server for IOT projects. I can use the SIM908 for sending SMS in this job.
