I have designed many boards that are meant for lighting applications and I'm familiar with heat flow and dissipation of LEDs. I have also designed many constant current sources before. I don't have experience with designing high power, power supplies (400 watts in your case) but if the board is being powered from an external supply, that won't be an issue.
