Build a "Chrome Browser Bar Plug-in" for PC (simple program)

I'm really not sure the programming language needed to do the following job so I "guessed" at what it may need in the skills section above however it can be designed in any language provided it works as described when finished. ======================================= BUDGET: $50 + Freelancer Fee JOB: Project Management Job Timer Synopsis: A Browser Bar Add-On for recording time spent on a single persons day and help make that person more efficient by showing accountability for where their time is spent through the day. JOB DESCRIPTION: This is to be a downloadable software utility that will be compatible with Chrome (preferably other browsers as well) as an additional browser bar as seen in the concept rendering. It’s function is simple. It allows a person to work at their computer and unlike the many complicated “job timers” available is very user friendly and simple to the point of what it would be designed for. Let the user quickly type in the text field (see image 1), click the toggle button to it’s right which begins the session and turns green identifying it is working (see image 2), a live timer can be seen to help user know how much time was spent on anyone item (see image 5), and when a new job, task, break, or other is to begin, they can click the toggle button which will turn it red identifying it has now stopped the timer and the short bit of information is automatically inserted within an excel file in the background which can only be seen if the user clicks the “View Report” button (see image 3). Other than that, there would be a button for “Donate & Support” which is just a hyperlink to our site where a single page would be created for those two purposes. If someone wishes to contribute to the cause of building a better more robust utility in the future, make a donation of any size. Support is available as well for anyone simply by clicking an email form on that page (part of this job description) which will go to my company email (see attachment) and I do request that “NoCaptcha Captcha” be a part of the form just to prevent bots from spamming me. One important factor is that I’ll be offering this for FREE to anyone who wants to use it on [login to view URL] so the freelancer who does this job must be familiar with making distributable programs (and this will be built for PC only at this time).
