flash or animated banner for win32 application

i need a banner for the application i did using vb.net,its a water drop that forms waves in a slow motion way,i attached the pic of the interface screen that i need the banner in the top instead of the static one i already used. The banner should work with vb.net application and the design should be very attracting since it is going to be displayed in 65" plasma screen and the movment should be very smooth and not distract the users from the real forms but adds a nice touch to the screen. i am willing to pay from 20-30 $
