Questions: 1. you need only the backend ? (it is not very clear from the description) 2. what language do you wan to use ?

Dear Sir, I have read Project Description but really need more detailed requirements or at least high level features to estimate it precisely, because based on the project description, it is hard for me to give you any estimate.
