Chrome Extension Development on Manifest V3

I need a Google Chrome extension to be developed on Manifest Version 3 with the following features. 1 - Our extension will not allow users to install a list of extensions (We upload that list on our website). If user install our extension and any of those extensions are already installed, our extension will remove automatically. And after installation of our extension, if user installs any extension that is available in our list, our extension will remove itself. 2 - We need a Remote proxy option where an encrypted JS file will host on our server with proxy host, user and password and list of websites that will be allowed via proxy, extension will get that encrypted file and connect specific sites via proxy. 3 - Blocking specific URLs, we will host a list of blocked URLs on our website, extension will load and disallow those URLs so users won't be able to visit those URLs (We have sample code which was working on Manifest V2) 4 - We have 2 extensions Proxy (The one which needs to be developed) Another one is Session Sharing (alread developed) when any one of extension is disabled the another one will reload tabs and clear session of browser.
