Development roulette Wheel only and wheel manage by admin

I want to Develop roulette Wheel App. Like in a roulette Game with some changes in it.. i want to build two wheels in it With one wheel having numbers from 00,0 to 12 and other wheels having numbers from 0,00 to 36.I have some project mock up demonstration PDF's to get more clearity on the project development..Both wheel should rotate in opposite directions with a marble shown by rotation which should be highlighted When the rotation of the wheels stops and it get fixed to one number .. that number should be highlighted and and motion of the marble should be synchronised with respect to wheel and should gradually stop. Admin can view and manage, all Wheel status.. Admin can start , stop and restart the Wheel.. Admin. can set all wheel moving timing and game timing. Please Go through All the Doc attached to get more clarity on it. And If there will be any acute changes will be notified later. I Need to get this done in around 20 days. Thanks and regards
