HTML5 PSD to Page

I need one page built in HTML5. Simple. Links on left side cause large text block on right to scroll up and down. - The Text is already formatted. - Anchor ID's are already in place - JavaScript is already in place - but mine is not smooth. Fix or use something else. - Needs to work in iOs and Android. I have code to help with this too. - This will be embedded in an APP, so there will be some testing and changes after you submit the code. See attached image for clarification. This project requires anonymity. You can not use it in your portfolio or name the end client as your own. Project needs to be presented to me to test by 10AM Eastern Standard time. Project pays $50USD. A $25 bonus will be paid if the project is perfect the first time.
