Making an Web application that will act similar like current excel document can be an option? This will not need excel and will be distributed as exe application but will need online Internet connection. Access on it can be made based on username / password for each user and will be possible to monitor changes, access time and whatever else you need. Thanks.

To create the hardware based activation code you would need to send me the user's hardware key and I would return the code that would unlock it.
