'Tips' Website created in Joomla

Need a website created. I already have the domain and hosting ([login to view URL]) set up. I would prefer this done in Joomla, unless someone can give me a good reason why I wouldn’t. I am a beginner in Joomla, but would like to be able to maintain the site after creation. This is a site where people can do 3 things: #1. Look up “tips” about certain devices. #2. Submit “tips” about certain devices, and #3. Request “tips” about certain devices. In the attached two PDF files, I have laid out what I think are the necessary data tables ([login to view URL] supports mySQL) and also 19 screen shots of what I think the website MIGHT look like. My ideas are just “ideas” and not exactly the way it has to be laid out. I created these screen shots to help the developer and to give an example of the FUNCTIONS I am looking for. I expect the developer will have created Joomla sites before and will have better ways (more standard) of doing things than I have laid out. I have a logo (not shown) for the site, but am not set on the colors of the site, please feel free to be creative (I am not). Also, “Tips” isn’t the exact title of the site, but I didn’t want to give the entire idea away on the website, so “Tips” will be replaced with the real name after the developer is selected.
