Web site design

I wishs to develope a website for seniors and senior caregivers to register to find one another. I will have seniors from all over the usa and caregivers from all over usa to both join a membership site. Each will post their needs. Initially, the sign up will be free but we will withhold any contact information for each seniors looking and caregivers looking. You must be profecient in both html, php, and mysql to be able to build this website. It will require a database to hold the information on both types of clients and the ability to search on several catagories ie by state city zip, needs etc. This must be CLEAN CODE ONLY. I'm not a programmer but I know the difference. It must be search engine friendly with ability to put meta tags etc on each and every page as well as key words etc. I'm looking for this project to come in as quickly as possible. The winning bidder will be given the oppertunity to have ongoing projects and paid maintenence on this project and others. I'm looking for 1 or 2 excellent encoders that I can maintain a relationship with.
