Add behaviour to form using jquery

Need this done in 2 hours, i am a coder and know how long this can take to someone that knows what he is doiong. Also, due to prior bad experience i will not consider Indian coders, sorry for those of you that work properly. Have an accordion type form, need to add behaviour for example user can't move to the next panel if fields are not completed and validated, more details to possible candidates.
