"Native" App for web-based mobile cash payment system

I need "native" Android & iPhone Apps, based on our existing MySQL/PHP web application AND to embed "Zxing" QR code reader ..... so our Agents can scan customer barcodes directly into a "membership number" field on our web form. It would also be useful to read Membership NFC tags in the same way for the same purpose. Our ANDROID web app automatically sends an SMS "receipt" to members after payment is handed over - both our ANDROID & iPHONE apps MUST do this using "native" smartphone capabilities. If you decide to quote, I would like to see working examples of any similar work you have done before - not just simple website conversions. If I like your quotation and examples, I will send you a link to the current working web pages. I am hoping to build a relationship with a good coder so we can develop additional Apps together as we extend our range of services to the public. Total confidentiality is a vital requirement.
