Custom Mobile app to transfer money

need a mobile app that should have the following features. As a admin: 1) Add/edit/remove Merchants and their products 2) Add/edit/remove Merchant Personal and business details. As a user: 1) Enable money transfer using any mobile based transfer API(only India) to the merchants instantly. 2) Receive Whatsapp/SMS on the money transfer status to the both the user(receiver and sender). 3) Search for products Let me know how and what services you will be using for money transfer, and how much would be the cost to get this done.
