WE have an application similar to VOIP, does not tolerate delay. network:
A---1GB---cisco 3560----40MB MPLS NTU---4x separate offices
Goal is to shape outgoing traffic from A to NTU, not drop , like this:
if dest_ip is 1.1.1 shape to 10MB(each office), buffer excess burst, do not drop packets.
In summary, design QOS shape policy on 3560 to shape and buffer traffic to 10MB per office.
Its simple network, will provide diagrams and configs

Hello Mate,
I am CCIE based out of Sydney and can assist to complete your requirement. I have 3650s deployed on clients side and also in lab and create the policy as per your requirement.
You need to make sure that your MPLS provider Telstra/TPG etc should also believing the qos marking or your configuration has to be in-line with the provider QOS else your application will suffer. I have been deploying MPLS routers for many customers across Sydney and wider Australia and habitual with configuration.
Fundamentally there is an issue as you have expressed the requirements. If your application is delay sensitive then you should not be shaping the traffic; as when you buffer it the scheduler will add delay to it(Packet will be spending time waiting in queue for its turn).
You can shape your Data traffic but not the delay sensitive traffic(Advice is free who so ever guy you go with ;).
