Finish Image Converter Program

I am looking for a coder to finish the attached program. In the attached zip file you fill find a full spec and the application. The program should compile in Microsoft Visual C++ 6.0/2003 (standard c++ no .net) In you bid please state how much time you need. The winner of this bid request will be selected based on knowledge of subject, time said to complete and the bid amount. Please note that if your bid amount is a lot higher than the average bid amounts that have been received I will ignore it, only if you say why I should pay more for you.
