Metatrader .ex4 Decompiler to .mq4(repost)

I would like a decompiler program for metatrader ex4 files. The program should be able to decompile ex4 files back to mq4 format. The mq4 language is very similar to C language and any experienced C/C++ or java programmers should be at ease with the language. I would be prepared to pay up to $800 for the finished program.
