Clean code in php Script

I need someone to change the coding in a php script. The code is pretty old , uses tables and is really no good. The job consists in converting the tables into div where it is possible and better the way it was written so we can work on the design more easily. The job mainly concentrates on 5/6 files, there are tempate files and main files. I attach copy of part of the script with database (look for [login to view URL] in folder) so you can have a look. This would be a first step for the right candidate as there will be more to do on the script . I need someone with initiatives if possible not someone who needs to be told what to do line by line , the person should be able to spot directly what needs to be done. Thank you
