Build an Audio/Visual Program

I need a program written which will perform the following: Allow the selection and play of video files (AVI, MPEG1&2, maybe QT). Allow the selection of text, (can be from txt or database files) and play the text over the top of the video within the lower third. Allow the selection and play of audio files in the form of wav or mp3. Allow balance control. The program needs to have a file manager that will incorporate, name and save the selected files also allow for grouping within libraries. There should be a queue/play manager. The user needs to have control of the text display. The user needs to have control of when to end the video and go to the next video in the queue. The purpose is for display of video along with text and audio from a computer to a screen from a data/video projector. The program will need to function from both single and dual monitor systems. The finished program needs to have eye appeal. The difficult part of this task/program is the controllable text playing over the video. If you do not have experience with this type of programming please do not just assume you can do it. 070703 Controllable text: The user need to have a choice as to the # of lines displayed at a time. This will be used mostly for display of song lyrics. One lyric line will display at a time, sometimes two lines and the chorus may be 4 or so lines. It would be great if the user could go from verse 1 to verse 4 to the chorus whenever they wish. This will also be used for announcements and the like, a simple choice of automatic roll and/or scroll text function is needed for this. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request. 3) Complete ownership and distribution copyrights to all work purchased. ## Platform Operating systems are Windows 98, Windows ME, and Windows XP.
