281693 Random Result from XLS File

I need a script that will allow the upload of an xls file that will pull out a random row and store the results in a db. We basically want to pick a competition winner from mailing list entrants and wish to use the confirm time as a way of filtering the list. So form process as follows, user enters date and upload xls file, script pulls out a random result after the supplied date and stores it against a timestamp in mysql. See attachment for example of file to be uploaded. Simple.
