OSCommerce Shopping Cart Error

I have an OSCommerce shopping cart that has two fields in its registration system, one says "City, State" the other says "State". My current users are registering using OSCommerce but sometimes including the state in both, I need this error fixed. I would also actually prefer to change the second "State" field (the correct one to use I believe) to a pulldown menu instead of something they type in. So when they select "Texas" it will insert a value in the database of "TX". Lastly, it is important that there is no interruptions to my website. I would prefer that I give you the necessary files, you change it on your server, then I'll update mine instantaneously so that there is no interruptions. The second option, if you must work on my webserver I will need it done somewhere around 2:00 - 4:00AM CST time. Thanks! This is a fairly straight forward project, should be relatively easy, I just need to make sure that it is functional somehow. Someone who has lots of experience with oscommerce will likely get their bid accepted.
