Build a Website

Hello! Currently my Content management system is encoded with ioncube. I am looking to decode all files within cpanel which is around 1600 but not all of those are encoded. Once all decoded and FULLY working i then need my new design coded in with CMS. My website is a mobile unlocking site [login to view URL] and use's API to send phones data in order to retrieve an unlock code. My new design is a drop down menu style like [login to view URL] and the CMS will have to be altered in order to code in for the drop down menu. All I need is files decoded / FULLY working and change of code in CMS so the new design will work in conjunction with CMS. [login to view URL] is all set up and api is in place and don't really want to lose any of the data current api etc, so if possible would like to work around and code in for drop down menu. I am looking to do this winthin $230. I can have psd converted to html from my side. All I really need from you is decoded files and CMS code altered for design
