Classipress functions customozation

I'm searching for an expert with Classipress Theme for Wordpress. I need to cutomize my Classipress installation with some functions: 1) Starting from a splash page (already created) with a geographical map, the user have to go in a specific page of the region (about 20 regions) with all the ads related to that region and specific widgets on the right. 2) Create a function that permits users to put the featured ads on top automatically every week (by paying). It shall be managed from backend (if possible). Finished this little project there shall be the possibility to have a partnership to continue to develop other functionalities and to customize HTML+CSS template.
