Coonect Database and Auto Emails

I have a site and database loaded and need the database connected. I have received the instructions from support of how to do so. I need an expert coder who can surely connect the 2 together. Right now. There is nothing being saved. No new member info. I can not change passwords etc. The site is a Membership site and is supposed to have automatic emails sent out to users. I would also like you to ensure that this works properly and show me how to test it. At this time, I would like the emails to go out once a week and send information to members on other members that are within a 50 mile radius.
