Build a cloud database with a phone and PC application to input/export data and reports

I would like to hire a software developer to create a cloud database and phone/PC application to input/export information and run reports. Additionally, the freelancer would be tasked with creating a marketing website for the application. Awarded freelancer should be able to create copy and offer suggestions to improve the applications functionality and marketability. I would like the freelancer to be completely fluent in English and be available for conference calls during regular business hours (8am-8pm) in the Eastern Time Zone. To be considered for this position the freelancer should submit a resume including references, provide access to completed projects and websites, submit a competitive hourly rate with a rough estimated amount of hours to complete, and provide a schedule of availability. Experience in the construction industry would be a huge plus but not required. Budgeted hourly rate can be negotiated and higher pay for the right candidate will be considered. ***Prior to awarding this project to a freelancer, a non-disclosure agreement and a non-compete contract will need to be executed.***
