Make a local clone of an existing site

We want you to make a clone of existing website. The website is an easy top 10 listing site. The admin will add some spesific websites to database with some informations about websites. Users will be able to rate and comment websites. Every comment and rating will be kept in the database with users IP. Second rating for same website from same IP wil not be accepted. On the main page there will be the list of top 10 websites according to user ranks. But people will be able to arrange list according to sites traffic rank, ratings number or comment number.
