==========Updated on 2 Aug 2015========== I can give you this desktop application along with the bulk messaging feature (except reseller panel) in INR 15000. I am asking for 15000 because freelancer.com will take some part of it and I will get lesser amount. ==========Old Proposal========== I have a sample ready with me in ASP.NET. This application gives below feature: 1. Register new number to whats app 2. Add numbers in contact list 3. Send messages to given numbers I can make changes to it so that you can specify multiple numbers and send messages in bulk. I would suggest to go for desktop application instead of web application because whats app do not have any official API and they can detect bulk activity from any website easily and block requests. Instead a desktop application is safe because at desktop IP changes every time we connect to internet.
