Creating CAD File (.ncz) Reader Plugin on Quantum GIS

Looking for a freelancer to write a Quantum GIS plugin that reads NETCAD .ncz file format (which can be downloaded and found on the attachment). This format consist of point, polyline, text, annotation, polygon and multipatch. It is very similar to Autocad files. Latest Autocad versions can read this format. As far as I know it is based on GML data in binary format. It maybe need to be reversed engineered. There should be one button on the plugin; when user click on the plugin to open this .ncz cad file, the plugin should read and show all the attributes it have like the points, polylines, polygons, text and annotations on QGIS window. User also should be able to write click on these attributes to save as them .shp file. I need the plugin codes and the plugin should work properly without any problems on the latest version of QGIS.
