Hi! So I now need to learn a little bit more about what you have and what you want/need: are you saying you already have the XMLs from these Web pages? Or do you have the messy/broken HTML and clean HTML/XHTML/XML still needs to be extracted from it? Do you have a solution for that already or does one need to be picked/applied or made? Or don't you even have the HTML yet, and it needs to be retrieved/crawled in the first place? Data frames, I'm not yet much familar with these, but I can either look these up and learn how to generate these, or maybe you can give me a few hints, as that's the expected format you're defining anyway. Why is Python mentioned/required, is there a particular reason (like, you need to integrate the extraction/conversion into a pre-existing Python code-base/tool)? Then, what's the need to have knowledge of machine learning algorithms - as it does not sound like this project involve machine learning? I guess you're probably doing the machine learning then yourself with Python on basis of the data frame data source, right? Or is some other machine learning part of the scope/task? My hourly rate, I start with a higher one, assuming it should not take too many hours, ideally. But otherwise it depends on your requirements, therefore starting with time/price mostly as a placeholder.
