academic research in optimization and mechanical engineering

I have a 20 page PhD proposal in optimization and mechanical engineering which requires a complete rewrite. Some of the more general comments include poor methodology, no clear indication as to contribution to knowledge, no gap in knowledge identified. The research is urgent and quality is needed too. Candidate should be well versed in Optimization math (SQP method) and some ideas in mechanical engineering. Because of the level of research required, this is a substantial piece of work so do not bid unless you are qualified and committed.
