Build ISO making software

Create a piece of software consisting of a single .exe or that is install-able for Windows from Windows 10, Server 2012 as far backwards compatible with Windows XP, Server 2003 that will allow you to create ISO images from disk and read ISO images. It must either contain all other software dependencies, or not require any. Any dependencies that are included must be fully redistribute-able by the developer of the software at no cost to the end user. I prefer that any dependencies be license-able at no cost to both commercial and non-commercial uses, but will entertain an non-commercial option. It must be usable in 32 and 64 bit environments and be able to read all ISO files and create burnable, mountable ISO files. It does not have to be able to burn the discs, but disks burned from ISO files it creates must be mountable and usable. It may not contain AD-Ware, but must be branded or brand-able with an option to visit a website of my choosing. Upon completion all intellectual property, copy rights, trademarks, or any other claim of ownership of the source or compilations of the software will be released and given over to me and my interests.
