Parsing a text file and querying a website

The script I need will work as follows. Input: a text file containing poker hand histories Processing needed: for every decision of every player whose hand is known a query string needs to be formed (using a simple rule that I will specify) and submitted to a web site (that I will specify). From the resulting table, the line that corresponds to the player's actual hand needs to be extracted. From that line, the number corresponding to the player's actual decision (for example, if the player folded, it will be the first number in that line, if the player checked or called it will be the second number, etc.) needs to be obtained. If for at least one decision in the hand that number is less than 0.015, this hand will be considered "special". Output: a new text file containing only the "special" hands, where next to every decision the corresponding extracted line will be placed. An additional option in the script will exist to allow me to specify a specific player's name, in which case only that player's decisions will be processed, instead of the decisions of all players with known hands.
