Required Utility to Automate a 3rd party JAR

I need you to develop some software for me. I would like this software to be developed for Windows using Java. We have JAR provided by 3rd Party Proprietary Utility. That JAR opens and seeks User ID, Password and few other fields at first, then it mports Data File, converts into a Jason an Uploads to Govt. Website. We need a Utility which automatically chapters data (ie. ID n Password, name n location of Dara file etc.) stored in a CSV file and Automates the process ... like automatically Open 3rd party JAR, enter credential, import Data file in JAR, and upload it through JAR. And repeats this task for all records in csv. and keeps on checking CSV for new jobs on given interval. in JaR there will be approx 7 to 8 steps maximum to be performed. We will also need code and software(utility) Thanks.
