Customize and configure a free open source CRM solution on cloud (SuiteCRM/ Vtiger)

We are a startup and looking to have quick and inexpensive solution for Lead Managements. The solutions needs to be accessed from web as well as an app. It will be have multiple users some of them may not be on our payroll. So a robust module for Team hierarchy and access control. Also a robust module for creating various types of pipeline ( across type, region, manager) and ability to add , roll up. It should also have strong reporting module. We can leverage some ready solution on AZURE or AWS.
