Build a simple responsive web page

I'm looking for an HTML and CSS expert to create a responsive parallax web page which scales down for mobile devices and smaller screen sizes based upon an existing design that I like. I will provide more details to the bidders that I am interested in. The web page you need to make needs to; - work on all browsers (IE8+, Google Chrome, Mozilla FireFox, Safari, Opera) - work on all devices, dynamically scaling down for mobile devices - be written in the simplest code possible to ensure the file size of the page is as low as possible If you do this perfectly I can 100% guarantee there will be future work for you, possibly even a permanent position on my design team! Graphic designers, logo designers, JavaScript and jQuery wizards are an added bonus so please apply if this is you. I need this project to be completed as cheaply as possible - time doesn't matter much. The more experienced you are and the cheaper you can offer then the more likely I am to choose you. I am also open to hiring new freelancers if you can show me a portfolio that I like the look of!
