WebDesigner for mobile and desktop site- Angular or Ember JS MVC framework preferred

We are looking for a web designer who can build a 1 page web site which will work for both traditional browsers, tablets and mobile browsers. Some thing similar to [login to view URL] for mobile and desktop version should be different. ################ Note ############# We want the content to be pulled from the JAVA SCRIPT AJAX APIs, so that the static site can put out and it will read the content from our API after the page load. ################ Note ############# WE ARE LOOKING FOR A SENIOR DESIGNER FOR THIS PROJECT. Expectations: At the end of the project, we will need to get HTML, CSS, and other images that are required. We own all the code that is related to this project. All the sections are editable and updatable thru CSS. We should be able to change the look and feel of the web page by changing the CSS for all the section, no exceptions on the customizable. Thats why we are paying big bucks for 1 page site. EACH SECTION NEED TO GET THE CONTENT FROM A REST INTERFACE USING AJAX CALLS..Preferably WE WANT TO RUN THE SITE DESIGN AFTER IT BUILTS BY IT SELF. We should be able to extend the design to add more content.
