I need a webpage designer

We are working on an education consulting startup. We need a designer for collecting data from users and process it on the database to give specific suggestions to them. This would include following things - 1. Database design: Where we will set up all information from various sources at one location in database 2. Front-end UI design: This is where we will have a data collection mechanism from the user, which will then get translated as queries on the existing database, and we can show the results to the user, it will also include features like plan selection, payment gateway, sign up/login etc.
