This is interesting but you are using SMS and not data. You need to choice a GSM modem. 220V support just get a AC/DC adapter no need to make anything new. You did not mention PCB do you plan to route it. I believe that is about it.

I worked with the SIM800l GSM module without using a library, the work I did was to connect the arduino to the computer via serial communication and send the message I wanted to the phone number I entered, I think I could complete this project in a short time by using the gps module.
