I have worked with MQTT and I can do this I am looking for an engineer that can design a system for controling a bank of 12v solenoids in multiple groups of 16 (up to 4 banks = 64 max solenoids). The system should use an Arduino based PLC such as the Industrial Shields products. The system will be triggered by an MQTT message that will open one of the solenoids based on the message payload.

I have experience with designing IoT systems, both on the product side and as infrastructure. The way I see your request is building a parallel control System with real-time triggers for the solenoid banks. Integrating both ordering via MQTT message but also sensing for real-time surveying. I will need more details of the project purpose and if necessary a separate budget for acquiring the missing parts.
