Create web page and forum for sports betting site

I need a website created with a forum included. This doesn't have to be too involved. The front page itself would be pretty simple. It will contain some graphics that I will provide or send a link to. It will contain a few banners on the pages as well as text etc. I also need a forum for people to join and leave posts on. They will have to register to participate (create username) and I will be able to garner names and email addresses. The emails will need to be verified by an auto emailer you will create. I have never had a forum or even participated in many so please be experienced creating them. I am not sure of what Admin needs to be created etc so I am counting on your input. Please provide some details with your bid as well as asking any questions of me you need to help you put a bid together. Thanks
