Could you contact me so that we can discuss more on your project As I read your attachments, we have a clear protocol to communicate with CS3G via RS232 (page 41 in manual) So for sure PLC can read data from CS3G without microcontroller . What type of PLC you are using? What type of RS232 cable you use to connect PLC and CS3G? Let me know these information then I can support you.

I the CS3G has communication with protocol rs232 (page 30 of manual) and analogue output (page 34 of manual). The 2 formats (analogue or rs232), you can have information of meters X and Y and send to PLC, If you give me more information, i can help you in select the best communication with your plc I have 8 years working as engineer automation making projects of the industry automotive. I have strong background in microcontroller, PC, modbus communication protocol

In this i wont be using any Microcontroller but instead i'll be writing C# Script that will consistently write a inquiry frame (for this communication manual will be required for figuring out what the frame will be) to serial port that will inquire Control System after this i'll read from serial port the frame transmitted by Control system. Then this frame will be processed and Value of interest will be sent to another port through which PLC will be connected in that way PLC can easily read data from System.
